Strange Punishment : The Student Told School Stripped Panties

Each school must not infallible there students. Whether it's late, no rules, no homework, and so on. General form of punishment admisnistration sentence.

However, a strange punishment occurs in one of the girls' school in Japan for a class of students who violate the rules ordered stripped panties. Is that true? My Lovable, look at the photo below.
